Program of the Year Award
The Award honored the Estelle Special Needs Substance Abuse
Felony Punishment Facility in Huntsville, Texas, which offers
services to individuals in need of special support for medical
or mental conditions as well as substance abuse treatment and
counseling. Joining in the presentation ceremonies in Nashville,
